Well, I can only really speak to my experience here in Tucson, but it goes as follows:
*) Cars newer than 1996 only need emissions testing every other year.
*) For emissions testing, they only plug into your OBDII port and look for error codes. People translate that into no catalytic converters are needed since they don't use "sniffers". As long as you aren't throwing a CEL (or other code), they wouldn't know any different. (DISCLAIMER: Catalytic converters should only be removed for Off-Road use
)
*) Basically any window tint goes. It's so blasted hot and sunny here that everyone does it. So it's not uncommon to see 5% all around. However, I believe the law says you can only have down to 35% in the front.
*) No front plate needed
*) Gas grades in general are 87. 89 and 91. However, there are many stations that sell 93, 100, E85, etc.
All in all, its a car friendly state. Its dry enough that you see lots of great cars out all the time.
Hope that helps!

Something that is catching on out here is the camera/surveillance intersections and radar vans. Something to look out for in the larger cities.
i saw one of those on the way out there a few weeks ago!!!
like an expedition with a camera and flash on it! i was like WTF is that
thanks for the info... hope others will chime in as well!

Like Z_Lancer_Man said, emissions testing isn't a big deal, they plug in, and as long as you don't throw any codes you're good to go.
Tint is pretty much accepted, since even the cops are running what looks below the legal limit of 35%. Pretty much windshield tint is the only thing that will attract attention.
You'll see a ton of modded cars - well not sure around Havasu, but at least in the Phoenix area you will. Cops can be hard on you if they've already pulled you over for speeding or something; but chances are slim you'll be pulled over for exhaust or any mods.
