Car staying on after key switch set to off!(tune/eletrical?)

My car seems to be giving off power as if it were on ACC.

My issues:
- fan doesn't shut off
- Power windows are on
- Car drives lean turning it on after not removing fuse

At first, I associated my issues to any bad fuses or relays. After checking every fuse and relay nothing was wrong here. I then looked for any rain gremlins and again nothing.

After doing some research I started associating it to my cars tune. Although it did all start happening after I replaced my car's starter. After I had it replaced though I had it sitting outside for a week while it rained (i already checked for any rain gremlins so I still don't think this is it.)

To fix my problem I have to keep taking out fuse #8 in the fuse box and it seems to reset everything( I can also turn off the car by putting it into reverse while the key is out but it then drives lean). Car idles as it should, drives as it should, powers off as it should.

So the part about why I think it's my tune. When I start up my car again without shutting it off it drives lean, turning off when idle is too low. (thats why I keep on removing fuse #8 instead as my car runs perfectly fine as it should when I got it tuned.)

My ecu is currently the AEM EMS v1.

any pointers/help is greatly appreciated!!
