Put in the bulbs that it came with and you'll see if its the headlight or the HID kit itself. Most likely it is the HID ballast.
^^You can usually tell by looking at the hid bulb if it is burned out. The glass sphere where the light emits from will be cloudy or black if it is burned out. If it is clear, then it is the ballast.
You can also try switching the bulbs and seeing if the good bulb ignites on the questionable ballast.
I prefer method one as to you don't want to put your good bulb at risk by connnecting it to a bad ballast, but it's your lights.

so i went out and took a look. i turned my headlights on without starting the car up and it looked like it was trying to light up. i could hear a clicking sound too. then i turned my car on and it started working fine again. wierd...
i'm starting to think its not the kit thats bad but most likely the headlights.
