All this "who cares about the environment" attitude just feeds the fire for all these people fighting against the aftermarket and all the modifications we like to do to our cars.

Now, if you put on a downpipe and that replaces a cat then my understanding is that you are at least subject to federal penalties. The real question is: What are the chances of actually getting caught. It would probably be pretty rare that you would get called on a downpipe that replaces the stock cat with a high flow, but hey "you gotta pay to play".

As for changing or modifying your current exhaust set up: The feds could give two left testacals about what you do. That's why DMV are state run and the laws are written state to state, and vary considerably from state to state. Some states allow for the modification of exhaust and some do not.
Some local municipalities and cities have their own exhaust codes as well, mostly regarding sound. Check your local laws and see what is permissible by law.

For instance California, someone correct me if I am wrong, has more laws pertaining to exhausts and modifications then other states.

requiring the cat is a fed law, but a local/state law that dictates manditory inspections. like in PA, all cars must be inspected 1x every year. but, some counties (rural) dont check emmissions and others (urban) do check. on the other hand, some states, like FL, dont require any inspection at all. but its still illegal to run no cats in FL. but the only way to get caught is for a copy to look when u are pulled over or for a shop to turn u in (not the best business practice).

and most racers done take the cat off because of the performance issues. under high pressure, the cat will literally explode! i was at moroso drag strip last night and saw this first hand. in the bracket drags, a big white full-size van was running and the cat blew up. big POP and a mess on the track. i got it on video and ill post once i rip/encode it =)
