Yes you can lower the MIVEC point but the car will need to be tuned. To low of a MIVEC point will affect performance unless you have a cam that'll compensate for the lowered MIVEC X-over. As for Honda's VTEC It doesn't X-over until 5400+. In 5th gear until your at 95MPH you won't cross into VTEC. You can lower it lower but you need a cam and a VTEC or for MIVEC, a MIVEC controller. A good one that I know will work is the Fields VAFC which was meant for VTEC and MIVEC. BTW MIVEC and VTEC does not consume that much more gas. What consumes more gas is the RPM that you're shifting at.
