haha my friend put one of these on his chrysler seebring convertible thinking it was going to actually gian 40hp or whatever the claim was...the only thing that gained him power was the cone filter on the end of it for half a hp lol

Would this thing actually slow the rate at which air passes through the filter at higher RPMs?

Put simply, an electric motor simply can't be strong enough to push enough air without tons upon tons of power behind it. Basically, to make something like this work, you'd need a large bank of heavy batteries, and you wouldn't be able to find an alternator powerful enough to keep them charged. Any minuscule power gains would be negated by the tons of weight that would have to be added to the car.
