how to wire fogs to run w/out headlights?

Here in Guatemala, Local Lancers can turn on the fogs without having to turn on the headlights... could it be a special part that's different from USDM Ralliarts!?! or the whole harness!?! if anyone knows I could try it, a friend of mine has a Local Lancer and I have a USDM RA...
