wingless?
Well flip made that "how to" and any hardware store or auto parts store would have the plugs. Or you can go the easy route that I have done before. Go to your local vinyl shop, get a foot of vinyl that most closely matches your cars color, remove wing, clean area, slap it on. Don't like it , peel it off and put your wing back done and done.
Here your even lucky enough that I found them on a silver ra

hey bro, you should check out my trunk hole plug how to in the how-to section, easy set up and stupid cheap.
as for powder coating, my dad has a business and ive dealt with more powder coating then anyone could ever want to, if the person does it right, powder coat can take a beating, but i can say its all in who does it. i mean its a stupid simple process but its almost like painting, one guy could do a job and another guy do the same job, both come out different in either in quality or appearance, you want some who can do both.
also, i rock a wingless trunk, but thats just me, i think it looks way cleaner well on my RA and for my interest at least.

If I were you I'd just paint them yourself. With primer, gloss black and clear, you can make them look really nice, I've rattle canned many many sets of rims and they last a long time as long as you give ample coats and plenty of clear, I've gone down tons of gravel roads up at my cabin and havent had a flake come off yet!

Paint and supplies will run you about $30. My brother bought a Honda Fit in 2007 and I painted his rims with wheel paint from Autozone. He still has them and they only have 1 nick on them. Too bad you don't live closer haha I'd paint your set for you If you provided the
Right haha, my buddies got a 93' 240sx with an sr20det swap thats pretty much complete, he's thinking about getting something new. I keep trying to get him to get an RA because I know noone around here with one and it would be much more fun to have someone close by that shares the RA love haha!
MY 2 cents...
+1 for the wheels...(specially if you do your calipers too)
-2 for wingless...(i think all lancers in general just look horrible wingless...)
imo they have a really fat rear end...
but in the end its all up to how you like it...done to your liking...
