If you were inclined to throw a lot of aftermarket money at a Ralliart, you could get pretty close to an unmodified MR. If you had the money, it would be a lot easier to just buy the MR from the outset.

 

The short answer is no, it's not an evo. It's a hopped up lancer, even Mitsubishi considers it to be a modified lancer, not a detuned evo.
