HID headlight adjustment

Oh well, it was really hard driving last night, I can't even see any road hazard ahead of me, the light output on the left side is just not enough to light up the road. What if I adjust my fogs? I know there's an adjustment level outside the car, will the beam go further a little bit? Don't want to mess it up if it doesn't. Thanks.
However I noticed that with the car lowered and the lowbeam hid adjustment all the way up it could use one more notch to be just right IMO.
Yeah I have an 09 ralliart with the hids and I agree the lights do seem low and the driver side beam is lower than the passenger. I also have a TSX and the xenons cut off create a perfect horizontal line where the ralliarts don't line up. Plus I have had three different vw's with factory hid projectors and all of them created a perfect horizontal line and were higher as well. I do not like the way these are set up from factory. If someone posted pics on how to adjust I would do it the first chance I had.

It's the same pattern as the E-Code (european) headlights I had on my 97 Audi A4 as well.
Could it be that Americans are used to different HID projector cutoffs than we get here in Canada? Possible...E-Code pattern headlights are legal in Canada (as I had on my A4) but illegal in the US according to the DOT, so maybe USDM spec vehicles usually have a straight cutoff....
The level adjustment is super easy on our JDM spec HIDs
I've put the passenger side up as far as it'll go and still not high enough imo
I've also raise the drivers side to the same level as the passenger as it was only giving me max 1-2 car lengths visibility in front of the car and just too hard to see at night
The oem adjustment (keep in mind we are RHD) looked like this

another issue is the poor quality koito oem bulbs. I have replaced these with osram cbi's which have a far superior hot spot for better illumination at the cutoff - did the same in my R35 which also came with these crap koito bulbs
