The car is designed to do that given certain conditions yes. Whether it is a "design flaw" or not would be personal opinion. I think it is a pretty annoying feature, but some may like it.

No one should ever like that feature, ever.

Cause if I turn the AC off, it'll stay in AC-less auto mode forever.
