Rim diameter has nothing to do with it; that is why the profile of the tire changes when you change rims and use the same width tire. The rim width and offset are what matters.
Regardless, he might need a roll. Then again, he might not. Ultimately, he'll have to check and see.
On a side note, rolling is not that expensive. Anything more than $100 for all four corners is overcharging, imo.

18x8 +46mm offset with a 2" drop you might be ok if you had a +35mm offset you would def need a roll. try it out its not like you are gonna roll your fenders BEFORE you install the wheels.
setup time to possibly get a roll done by a shop, install the wheels and tires test it out if it starts rubbing take it to the shop for a roll, if it doesnt enjoy your new wheels

If you want to lower your car without rolling fenders on 18's you need the rims offset in the +40 to +45 range. Also need a 225/40/18 series tire (which throws the speed off).
I say roll the fenders and pull them alittle. Then you can do 225/45/18 and +35 to +38 on a lowered car with ease.
With a 2" drop the Tire/wheels will roll the fender for you!! lol!

First, it depends on how much you lower your car. The robispec/RRE springs will not lower your car to the point that you would need to roll and/or change the outside diameter of the tire.
Second, I would recommend against pulling unless ABSOLUTELY necessary. It costs a whole lot more, is harder to do properly, and requires touch-up paint.
Third, a 2" drop is TOO MUCH. From everything that the major tuners (who I trust a lot more than a random RA owner have said), anything more than a 1.5" drop actually worsens handling and throws off the suspension geometry of the car.

well the rims im getting have a 46 offset just how much will rolling the fenders cost about? and i barely ever have ppl in he back seat anywa..and im not into have a crazy system with subs etc(no more) so i dont have to worry about that..but i think rolling the fenders will be safer and also give the car a meaner look
And also, rolling/pulling will depend on how much you drop. If you want to slam your car and get teh 1337est dopist rahd in townz wit teh 3" drop... I don't really know what to tell you.
