i've heard some x owners getting about 15-18hp with just the UICP. RA gains probably won't be as high since we don't run as much boost.
also, an fmic probably won't improve horsepower, and might even hurt it. it'll lower intake temps for sure, but charging the same amount of air into a larger core will probably lose boost pressure.
i personally wouldn't get a big fmic until i was tuned for 20-25 psi.

Lets get it straight people, fitting an aftermarket FMIC does not decrease/increase the boost pressure. All it will do is reduce the air temperature by a few degree's, yes this will cause a slightly denser airmass but nothing that the standard ECU cannot learn. Yes, the car will have a bit more lag and it will take a little bit of getting used to. A dyno tune may produce a few extra horses as things can be pushed a bit more before detonation occurs.

I think the "drop in boost" that people are referencing is the potential increased pressure drop by running a bigger intercooler. Due to the pressure drop (due to increased intercooler volume), the turbo may have to technically produce more boost to equal the same pressure. As you've stated, at worst, it's likely just a bit more lag if at all (in fact, some larger aftermarket intercoolers have LESS pressure drop than a smaller factory one....I reference the replacement intercoolers for Volvo's that measure less pressure drop than stock!).
Stock
Boost peaks @ 18 PSI and drops to 8 PSI at redline (yea i know it sucks)
Stock + FMIC
Boost STILL peaks @ 18 PSI and WILL DROP TO 8 PSI AT REDLINE
What I'm saying is, by installing a FMIC, your boost will not drop from 18. There is no DROP IN BOOST, increase lag time..yes. but in the milliseconds.
