at a quick guess as to why you are not getting much out of your car and assuming it is a manual not an auto box it could be that with the very limited amount of driving that has been done and over such a long period of time the tappets may need to be adjusted to allow a bit more free play and as a guess you have probibly not even changed the oil not that that has anything to really do with it but seeing as it is iting for such a long time and doing limited klms it could be something you may want to consider

If you are thinking of spending some money on your car you should look at investing in a tacho, with a shiftlight would be even better.
You have to grab the wiring harness and what not to connect it all up as well so you get a reading. If you don't have any luck at the wreckers, the smallest tacho from autoshops sells for around $80 - $100, not fitted and the price goes up alot from there. You can spend up to a grand just for a tacho. Im unsure of the price to fit if you dont want to do it yourself

Tachos are very easy to hook up in the CE Lancer, remember there is an outlet under the bonnet on the firewall (blue female plug which is the positive connection, located on the right side of the engine bay). I hope that makes life a little easier for an aftermarket setup
