Go for standard size steel rims and get tires to match the overall dimension for the RA. Your local tires shop will do that for you without a problem. If you try going oversized, you'll pay a lot more for both the rims and tires...
BTW: With winter tires, avoid sticky counter-weights at all cost. Most tire shops will install good old snap-on weights, but some shop will still put those sticky weights (most of the time on alloy wheels). If they slap you with the sticky ones, you will end up loosing them and the balance of your wheels will go away instantly... The snow and the cold tend to unglue them from the wheels in no time.
Those things are great for summer when you don't want to damage your alloys with snap-ons... but they're not designed for winter driving.

Good winter tires are expensive, and Blizzaks are not the cheapest... but also not the most expensive. They are the best compromise between performance and price. You should be able to find them at around 130$ a piece when the promotions begin at the various tire shops, but don't expect those to be much cheaper.
Whatever the price you get them at, please post back in here so we know what to expect this year... I know I've also got a set of those to buy and am looking for the best deal too. Don't have the time to look for them right now though.
BTW: I know that the Tire Rack ships to Canada, but I don't know if their prices are competitive compared to local retailers.

Stick with with the stock size tires and rims or you can go abit thinner like 175-70-14 for better traction and the 70's series will be cheaper too.
They have a patent on the technology which is why it kicks every other snow tires ***.
The rundown on high end winter tires is that there is really only two brands thats widely available; the Blizzacks and the Winter/Pilot Alpins. If you drive in alot of deep snow then the Blizzacks are your choice, but if you drive on compacted snow with alot of ice and want your winter tires to be as quiet as your summer rubbers then the Alpins will shine. The Blizzacks will also wear faster if you drive on dry pavement.

My Blizzaks gave me around 20,000Km of wear... but then again, I drove a lot on asphalt with them, which is not a good thing with winter tires. Then again. we can't have snow covered roads during 6 months full, right?
Of course they wear out fast, but the car stays intact longuer...

Found 101tire.com out of Richmond BC but they to have nothing for this 'application', wtf!

For winter on my RA, I'm gonna put the same size of wheel than the OZ, its a bit thinner (195/60R15), so I think it will be the better size for maximum traction.
Somebody know where I can found wheel that size but 5 bolts like the RA?
And for the tire, maybe the blizzaks but they wear really fast, I've not decided net.

I will be going with a 195/60R15 winter tire and 15" rims with a 4 X114mm pattern, but I need to know about offset? What is the offset of the stock RA and OZ rims? What other consideration should I make?
These 15' rims with 4 X 114 mm pattern are pretty common on imports, so I think I may be able to find some used ones easily.
