At what gear/RPM should you hit max boost?

At what gear/RPM should you hit max boost?
I just flashed the 4.03 cobb map on my stage 3 power package Cobb MR.
I believe the redline is about 7700rpm on that map.
91 oct.
Keep in mind I am at 4200 elevation.
So I did some pulls, max 2nd thru 4th gear pulls boost was showing around 20psi, In sport manual. In 5th gear sport manual about 24psi.
Is this where max boost is typically generated on a cobb map that may not take into account elevations differences, or am I short on boost?
All things being equal it is a much better all around map than my "pro-tune" dyno map I had locally so I just want to make sure I am close to max power.

I had the same issue when I went stage 3, couldn't get over 23psi of boost. After the driving the car for a few months, It regularly hits 26.5+, I think it might have to do with ecu learning
