He doesn't need a logger - he needs a clue.
This is pretty obvious to me what's wrong. You previously had an Evo that ran high 12s, so you should have at least SOME CLUE how the Evo works. Yet, you went and bought an 03/04 used Evo with mods that DOESN'T EVEN HAVE A BOOST GAUGE?? How in the world are you driving around with those mods and not even a boost gauge? That's just plain stupid, and that is not an insult - it's the damn truth.
My crystal ball is telling me that the previous owner had an MBC or EBC, and before he sold it, he tried to put it back to stock, but he re-used the aftermarket hoses instead of the factory boost lines. This is causing the car to only boost 11-12psi and thus trap 91mph.
One other thing is that a 15.0 @ 91mph is horrid driving. If you extrapolate that down to 111mph, it would be equivalent to a 13.0, which is terrible. Fix the driving and fix the boost, but don't do anything until you get a boost gauge.

The previous owner was a doctor he had never had any type of boost controller on the car. He took great care of the car it only has 12000 miles on is he told me that the stock bov leaked so he bought the greddy. I took over his payments.

How did he know the stocker leaked when he had no boost control and no boost gauge? I don't believe that, and I believe your boost lines are not OEM. It's easy to check - go do it now. I also don't see how you could claim he took good care of the car when he got a Greddy BOV (why get that?) and had an exhaust but no boost gauge. That is sheer idiocy not becoming of a person with 12 years of post-secondary education.
If they are the original factory OEM lines, there will be one hose going from the boost control solenoid, through a heat-protectant sheath route on the underside of the MAF pipe going through a large ziptie, then it ends at a tee from which 2 short hoses come out. One goes to to the compressor nipple, and the other goes to the wastegate actuator. The short hose going to the WGA has a red-painted tip. There is a restrictor pill in the long hose near the BCS and another pill in the short hose going to the compressor outlet.
If those are perfectly fine, then you have a major problem elsewhere that we will need to diagnose.
