Took the IX back to Atco Raceway tonight.
TeknishnIX, I didn't see him say he was shifting at his rev limiter, but if he did say that, then I apologize. I do agree it's best to shift right around 7000 on the stock turbo.
However, Nad, that may be why you are only seeing 12.4s and 111.5mph. I know you said you lost 1mph shifting at 7500 in 3rd, but you actually should be shifting closer to 7000rpm. I know you have a 20g-9, but you have 264s. Your aren't continuing to make power at 7500 and certainly not at 7900. Have you d yno'd to see where your peak WHP is? You should also shift closer to 7000 in EVERY GEAR. Shifting at 7900 is only done on big turbos that aren't significantly dropping off in power up there...

Good. Do that and get a semi-decent launch, and you'll at least see 12s. Get a good launch with good shifting and you'll see low 12s. The stock clutch can do 1.7s all day, so it wasn't really holding back - that was all you! =P
As far as your times practice will get them better. As far as the rpm's hanging check out these threads a few of my buddys Evo's have had this same thing happen see these threads below for more info.

I'll keep this in mind on my next drag day.
It's just I'm still getting 18-19 psi at rev limit and no timing pulled. Boost is at 20 at 7K. This is in 3rd gear.

That's pretty normal taper, but that wouldn't give you a reason to shift at rev limit. If you're seeing less boost there than at 7k, then you're making less power. You'd also be making less power due to the the engine itself running out of its powerband, especially with 264s.
Yes, that is a pretty normal taper. However, like the warr man said you have no reason to be shifting that high out of the engines powerband. Optimal shift points are around 7000. As long as you shift around that point you should see better et's.
