I imagine it could be done with slicks and a 4.55 rear end and a HELL of a driver but I doubt it, 11's for sure.

I doubt it with full weight or just the spare tire, etc. Fastest I've seen with exactly 400whp was an 11.38 @ 120mph on a 1.5x 60'. It had the back seats removed, front passenger seat removed, and everything in the trunk removed. The driver is a heavier guy at probably 250lb, so if you got a small driver that could drive as good, maybe an 11.2x or so, but i wouldn't think it would go 10s.

Btw C.H.P pulls me over all the time and pops my hood and finds nothing thats how stock it looks ohh yea and im 300lbs

Derek the tuner here did with 460whp on a dyno jet which is close to 400 MD.. He ran 10.6 or 10.7 with full weight car and stereo in trunk..

Is he your race car driver too? Thats impressive. We should make something like "lowest whp' list for 8's 9's 10's 11's 12's and so forth. small power low numbers driver mod list. People have soo much money to dump and us little guys have nothing to compare. It would definately be something for me to compete in. Everyone could get an idea where they rank in the race driver category. Maybe even like 200whp list 300 whp list 400 whp list and so on that would make more sense like top 20 quickest and fastest on 400whp or less...

hmmm this is cool how much whp and tq? Man if we did a whp list and people started talking evo's would dominate! I was running 12.2 @ 116 consistantly with a little push from AMS 11.8@118 with only 321 whp on a mustang dyno. That came out to 376 on Ams's dynojet. Now i'm pushing 373 whp and 323 tq on a mustang best time SO FAR 11.51@122 with all seasons. I still have many areas to improve on. I havent even lowered tire pressure or removed tools and parts in my trunk or any other weight besides crash beams that were already off. I want to pull off 10.99 as i think it would be something worthy to accomplish and brag about haha. BTW i'm 272 pounds.

I think that's a great personal goal to achieve but it will come down to weight and traction if you plan to keep it sub 400.

Maybe take a look at some of the stock turbo 10sec threads out there to get a better idea of what it will take.

I know Lucas English, TurboJunkie, Most-wanted, and Mike1023 have experience with this howevere not so sure about the hp range you requested

470 wheel hp Dynojet here on one of the cars made a 11.0@125 pass, so its doable, he got kicked off after that run.

With 390whp dynojet I went 11.38@119mph on Nitto 555R's. 400whp Mustang will definitely make an Evo 10 second achievable considering 460whp dynojet is about 400whp Mustang.

11.38 @ 119MPH that is some fast shifting, what was your 60foot time?
