hanging throttle on EVO IX

the issues I am going ot describe has happend to a bunch of people appently. Mostly with the 06 EVOs but not limited to. Basically when downshifting or getting off the throttle in the higher revs the car feels like the the throttle is still a little open. and then once its gets between 3500-3000rpms you feel the car start engine braking. Another example is if you pull hard in first gear rewl quick and then just push the clutch in and come to a stop, the revs just stay where they were when you pushed the clutch in and then come down very slowly. There is a whole thread on here about this. There have have been theories relating to possibly mechanical issues as well as software issues.

Do you have the stationary rev limiter disconnected? If so that is the cause.
