well there a few option:
1. mail in your ecu with a list of mods and get a flash
2. my preference would be purchase a tactrix cable($89), download ecuflash program(free), get a base flash from several online vendors ($50). then you are set to go, if you want more a custom tune the same vendors that provide the base flash has an upgrade for ($200)

1) first you will need to purchase a tatrix cable. There are several thread here that can help you locate one.

2) go up to http://www.openECU.org and download ECUFlash

3) then you will need data logging tools. I recommend either EvoScan ($25USD) or go up to http://www.aktivematrix.com and download the mitsulogger scan tool.

I highly recommend that you install a wideband sensor to properly log your air fuel ratios.

Dynoflash, TTP Engineering, Jestr tuning are three I can think of offhand.

data logging (evoscan $40 or Mitsulogger (free)) or you can go the way i went get the whole xeitronix setup ($500 new) comes with everything boost sensor, egt sensor, wideband and lcd display. the use of data logging so you know the flash works and for future use if you wanted a update flash (more up grades). you will be able to change the parameters because the tuner is going to send you a flash through via email and using you tactrix cabel ($85) and ecuflash software (free) you are going to flash your own car. search through ecuflash forum and look for "ecuflash tutorial" by speed element and it is a step by step on how to go about the software Ecuflash

JESTR and TTP for the win!

Dynoflash will not do NON-USA Evos, so don't even bother asking :-/

Jestr is doing my JDM Evo IX now. Great to work with. Friendly. Gave me advice about what parts work and don't, and what would produce real world results.

I hear good things about TTP too, and based on the forum, he seems friendly as well But I personally haven't used their tuning service so can't speak on that myself.

Just so you know, I just did good in an Auto-X event locally with Jestr's base tune, and I know there is some room for improvement too so there you go

I would go with TTP. Scott has a very no nonsense approach and is a great guy to workwith, plus he already offered to help walk you through the process.
