Arrow EcuFlash and EvoScan problem.

I just bought an evo recently and I have started hacking into the whole ECU tuning. Here are a few of my problems.. if anyone has any suggestions I would appreciate it.

1. I hooked up to my ECU.. it reads that's its a Mitsubishi Lancer Evolution 2004. I have a 2003 Evo.. I don't know if that's major or minor.. I was just wandering if that's right..

2. I set my two step up to 5600 roughly.. and my rev limiter to 7600 roughly.. I tested the two step it works and stays at 5600.. I tested to see if my rev limiter was working.. it stays at 5600 also.. I am comfused.. So, I turned off my car to see if resetting it works.. No luck.. Try to move the rev limiter up and down through evoscan.. no luck.. stays at 5600.. IDk.. anyone have any suggestions.. seems like my rev limiter wants to stay at 5600.. help would be appreciated..

my 2003 also reads as a 2004 in mitsulogger. I have no problems logging or flashing though so it probably doesnt matter. I cant really help with your revlimiter problem but are you testing it while moving? probably a dumb question but it cant hurt to ask.

I wasn't testing my two step moving or neither my rev limiter.. But I didn't figure you had to be moving..

in ecu flash you should have access to a "stationary rev limit" and a "rev limit". rev limit is the red line while youre moving. stationary is your so called launch control. go for a drive and you should be able to rev past your stationary limit.

I was wondering, is this the same thing as if I would to send my ecu to like Through The Mail LLC to get my ECU flash?
