Data gathered so far

Fans
MUT AB
Mask #1 = 0x1
Mask #2 = 0x2

AC Hi:
Mut Command (Actuator 0, Mask 0x1000)

AC Lo:
Mut Command (Actuator 0, Mask 0x800)

Main Fan Hi:
Mut Command (Actuator 0, Mask 0x400)

Main Fan Lo:
Mut Command (Actuator 0, Mask 0x200)

When i activated the fan it used mask 0x1 then added mask 0x2 later perhaps the coolant temp decided this. Despite what command I set. I'll discover which settings does what later with a running test and will just simply pay attention to the fan and variable timing with the AC On and then Off.

Fuel Pressure Solenoid:
Mut AB
Mut Command (Actuator 0, Mask 0x8)
Mask 0x4

Evap Solenoid:
Mut B2
Mut Command (Actuator 0, Mask 0x4)
Mask 0x4

Fuel Pump:
Mut B6
Mut Command (Actuator 0, Mask 0x2)
Mask 0x20

Kinda late to the party and i just skimmed over it. So you just want the fans on constant once started? Just use the starter signal output (pin 71) from the ECU to trigger a DEI 528T Delay Timer to activate the fans a few seconds after cranking.

Just updating this to let you all know my life has become needlessly complex leaving me no time to do work on this rom. In the process of trying to get a new house and the number of steps is quite daunting. If I do find additional time to work on the rom I'll let everyone know

Nope, as far as I know it was never all finished. I'm happy enough with the Haltech, I don't think I'll switch to anything else.

Why not just have your water pump come on with the cooling fans and then set your cooling fan on temps a little lower than what you normally would?

Yeah, now that I think about it, the temp sensor has to have coolant flow past it to know the temperature to turn the fans on...duh! This shouldnt be that hard to come up with, maybe I can work on it.
