EcuFlash Unable to Connect Problem

I got my 1.3U Cable today and thought I would do the Forced Inspection Patch and I'm unable to even read the ECU. I updated EcuFlash and retried it and it still didn't work. I inspected the OBD pins on both male and female and nothing seems damaged. I also looked at both ECU connectors and both also look good. Here is what I'm seeing:

If anyone has any ideas I would greatly appreciate any help. I believe my battery voltage is good while trying to read.

Make sure the battery isn't too low. Also, see if Evoscan works, that's how I used to determine if it was the hardware or software.

I'm not sure what the flash block is, but I connected both of the connectors on the Tactrix cable. I would like to use Evoscan, but I don't want to pay for it at the moment. Money is a little tight right now since I bought the car and had to throw so much money at it off the bat to fix a bunch of things.

Make sure this is plugged in. This was the problem I had because I didn't have it plugged in. Now it works perfect.

walker992- I no the usb's on my computer are good because it installed the correct drivers whenever I hooked the connectors on the car. It does bring up the screen asking which car I am trying to connect to.

jmcmill3- I tried that method. I tried running the car for a minutes shutting it off and trying to connect with no avail. I also tried to leave the car running while trying to connect also with no avail (Both times I got the same message that I mentioned in the OP).

STLEVOIX- Like I previously mentioned, I made sure the OBD connection and that connection were not damaged and plugged up properly. I have a suspicion the Reflash connector possibly might be damaged further up the wire because I found a connector that was plugged into it with the wire ripped out of the pin. Is there a way I can test the wire on the car side to see if it is the problem?

It will still read the ECU even without the reflash connector, so your still missing something. I would try it on another Evo (or Mitsubishi/Subaru) if that's possible and that would cut your things to blame in half.

I could try that. I don't know many people with the cars EcuFlash has on it's list. Hopefully if it is something not acting right on my car, it will be a simple fix.

ecuflash is always very touchy for me. I tried reading the ecu without the flash connector hooked up and it did not work for me. Hooked it up and everything works fine. If your pin was ripped out of the connector I would start there and make sure its secured. Also is it pretty cold where you are right now 03GTEvo?

STLEVOIX- I meant the previous owner might have used a tuner and used the reflash connector. The wire was ripped out of a connector he plugged in. He left the connector with the ripped out wire plugged into the car side of the reflash connector. And it is fairly cold here in Georgia, around forty or so. The night I tried flashing the car it was about 35 and extremely windy. How does that effect it?

That could be. I only tried it once, it was a long time ago. I thought I tried without the flash connector just to see what happens and see if it still worked. I may be mis-remembering, disregard my statement!
