WGDC vs Wastegate
Okay, sorry I don't have my car running to experiment with this otherwise I would try this and figure it out.
Say I have a stock pill in the stock boost solenoid and the stock wastegate so then the WGDC is at 100% so I am running stock boost. Got that!
Now let's say I swap out the turbo and I have a 25psi wastegate connected to the stock plumbing (FP Green w/ 25psi wastegate). So at 100% WGDC would I run 25psi with that wastegate due to it running at 100% or is that somehow limited by the stock plumbing anyways?
Sorry, I am just trying to figure EVERYTHING out before I start.

You would run an extreme amount of boost until the ECU decides to cut fuel. I do not recommend changing the WGA without adjusting WGDC down to zero and slowing start adding it back in until reaching the desired boost level.
It's the opposite. With 0% WGDC you would be running off wastegate spring pressure, so 25 psi. With 100% the wastegate will always be closed, so you'll run much more than 25psi.

Awesome replies. That's not how I figured that working at all. Thank you very very much. So basically I should add the 25 psi wastegate with stock plumbing and then set WGDC to around 1%, log boost, and adjust accordingly.
I really appreciate your fast replies.
