Maybe I am the only one that sees this, but those numbers dont look to bad considering he is only running 21psi.

When I ran a 35R on my GVR4, it didn't really start waking up until about 25psi. More boost, please.

No I agree, and thats what I see on a daily basis for boost to power on our dynojet. It needs more boost.

I would expect it to be around 420'ish at that boost level. I know on mine I was at 550whp'ish at 30psi.

There is a lot that plays a role in your power output per PSI. For example my car made 433AWHP at 20psi on a regular AMS 3582 turbo kit, stock un ported head and TB..... BUT has some pretty aggressive cams "JUN 272s" and the VSR intake mani that helps it make that extra power per PSI.

I agree with the guys that said your about right for your setup. I wouldnt worry.. Just throw some better parts at it and go for a re-tune.
