91 oct tuning

im in a market on upgrading my car, my target is to be atleast close to low 11, but my budget is 5k. my car is a little bit stock and has just the basic bolt on..
my car will be going to guam which has 91 oct and mostly rain and sun, lowest temp is about 80 degrees
ive been asking around and english racing said that they can get me there with ff red and sd convertion, and will get me in low 11s, but im not sure if its going to be in 91 octane tune.
ive researched and some said bbk full will be good with 91 octane and probably get me close to 11s,
plz help me out, to get more infos, most of the stuff ive researched are all the same...

my car is a 05 evo 8 with the mods:
fujita intake and uicp
xspower dw with high flow cat and 3 inch piping and exhaust

Will need some form of stock frame upgrade i have a BBK now previously a FP black both good turbos but if your limited to only 91 oct and dont want to run meth or race gas you need to make it really effecient. O2 dump with a ported manifold, ported intake mani ,65mm throttle body, and a nice FMIC 3.8 garret by ets is a good choice. Its possible but need a weel thought out mod list.

I live in panama wife dad is from guam greetings.

I doubt you have e85 in guam just like panama so think about meth. I've read about meth and was down on it but really didn't have a choice with our local 89 oct.

I'd stay away from the black at low octane even with meth. Black thrives on e85 and c16 also starts living at around 28 + psi. On 91 oct good luck staying safe and boosting more than 25 psi.

so what should i do?i need something that wont brake easily in a hot weather and with 91 oct
