What is generally safe to raise too?

well, is not a very simple tread, 
the answer is not easy.
Stock boost i think is like 18 psi peak and tapering to 14/13.
It depends on your car condition, but peak at 23psi and tapering to 18 is safe!!
fuel cut is based on load, and load is function of other variables, so i can't say you when will kick , but i think u can't pass 20psi with stock fuel cut.

Stock JDM runs 1.2 peak boost, tailing off to 1 bar. Stock fuel cut will come in around 1.4 bar peak. Be careful with peak boost, the rods will take 1.8 - 1.9, I know this as I ran my 7 for 18 months at those levels, but one eventually failed, and I was always logging the car for knock and AFR. It seems that the older the rods, the more likely they are to fail.
Boost at the red line can be tricky for the 7, mine did not like more than 1.3 bar, it would knock pretty badly over that. Consider replacement rods if you want to run lots of boost.

i ran 1.55 bar tapering to 1.45-1.5 with jdm evo 7,with boltons and bc272,10.5 E8 turbo. all on 91 octane,it holds fine and ran same boost with hta green. 1.75 bar too..just tune it good for the desired boost and where the car feels happy..not detonating or over heat.
