I thought the same thing too man! I examined the wires for the Key cylinder and noticed that they go into the same harness as the engine immobilizer, when the broken bulb caused a shortage the car probably thought I was trying to "hot wire" the ignition since it's on the same harness as the immobilizer. I'm guessing the alarm ECU is tied into that immobilizer harness and it is remembering this and that's why the alarm doesn't work, the horn is staying on along with the turn signals, and somehow the rear wiper is tied into the alarm wiring. The immobilizer isn't locked because I can start the car fine. I wish the OP posted what Mitsubishi did to fix this.

PROBLEM SOLVED!

You need a replacement ETACS ECU, its a big red relay box that fits under the dash directly on the back of the fuse box.

The part number for the EVOLUTION ETACS ECU is MR530918, you must use this one as the normal lancer one will not work.

Once you plug in the new ETACS ECU you will need your dealer to reprogram your OEM alarm remotes for them to work.

Anyone in southern cal want to help me test if my EVOLUTION ETACS ECU is working OK?

I checked my fuses already and they are all good. But my clock, radio, rear wipper, cigerette lighter are not working. When I put the key in ACC position, I'm not getting any voltage in the wire.

Not sure if that's something else other then ETACS ECU.
