the reason i asked what kind of car he was looking for is because there are differences between versions of cars sometimes. plus he lists that he drives a camaro and not an evo so i wasn't taking an evo for granted. those colors you list are correct for a 02 - 05 us spec lancer, lancer es, lancer ralliart, and lancer evo viii. i have not worked on an 06 lancer (any version) yet so i can't confirm that they would be right, but there is not reason to doubt they changed.
now if we are talking evo's, the uk did have different lock colors/lock system.
uk evo7
Power Lock - yellow/red - 5wi - offside kickwell fuse box
Power Unlock - white - 5wi - offside kickwell fuse box
uk evo8
Power Lock- blue/red - 5wi - drivers kick
Power Unlock - white/siler dots - 5wi - as above
oh and there actually is a mistake with your colors. lancer do NOT have isolated parking light circuits. i've actually seen a bunch of wiring sheets listing it the way you did. i have no clue where that came from. the green/white actually powers both sides.
