Voltage Regulator

Does anyone know if the voltage regulator is internal or external on the Evo alternator? When I first start my car the battery light is on but the alternator will not begin charging regardless of the voltage until I rev past 3.5K. I do have an AEM standalone in the car, an 04 RS. I hope I can install an adjustable regulator and avoid this problem altogether. The alternator is fine and there are no other electrical issues, I've narrowed it down to this. Any help will be appreciated!

The alternator has a built in regulator.
