Headlight Ballast issue

My car is an 03 and the passenger side headlight is out. When i went to replace the HID bulb i noticed the new bulb and the old bulb looked the same (i figured the old bulb would have been burnt looking). After replacing the bulb it still did not work. All the other lights on the passenger side work, so I know it is not the wiring leading to that side. Also if you are close to the headlight and the lights get turned on you can hear a slight click. I want to know if there is a way to check the ballast to make sure that is the problem before i go and buy a new one, or if others have had this problem and it turned out to be something else. All responses are appreciated.

The same thing happened to me with the same headlight on my 03. Just test it with the driver side ballast. I bought a used one from here or ebay, I can't remember. New they are expensive.
