My friends Evo had the same problem and we checked EVERYTHING. Fuses, wires, bulb, ballast, new HID kit even. It ended up being a bad ground. Try a stronger ground and see if it fixes it. Does it flicker sometimes? Or is it completely out? My friends would flicker off at the most inconvenient times like in front of a cop.. but would flicker back on after the cop let's us go lol. Anyways try checking the ground by moving it to a better ground source and make sure there isn't any corrosion on it as well.

what have you tried? not sure what you need help with people gave you advice. I'll say it again. take a ballast from working side and try on not working side, check voltage, wires... no one will be able to tell you the exact problem over the www you have to trouble shoot.... if you can't do it pay someone.
