Ballast or Bulb issue on IX MR?????

Ballast or Bulb issue on IX MR?????
Problem with HID's on my IX Evolution MR. When I first turn the lights on, they seem to work fine. Then about ten seconds later, the driver's-side hid starts blinking like shown in the video. Then once I start driving, the light shuts off completely. Would this be the bulb or the ballast?
