Evo 8 electrical problem

Evo 8 electrical problem
So when I have the car off with no key in the ignition, the car has no power to anything. (Hazards, locks, and anything you can usually use when the car is off) but when I turn the key I have power to everything. Checked my fuses and battery terminals and they all checked out. Any ideas as to what could cause this? Thanks in advance!
