Evo 9 JDM headlights not working

Hey guys so I purchased brand new JDM Evo 9 headlights (with HIDS) to replace the stock ones . I understand that the housing is different so I purchased the 9006 bulbs with the housing that fits into the JDM headlight . I also needed an adapter so I ordered that one end is the H11 - 9006 adapter . I plugged both ends in and the fog lights won’t turn on . I installed the stock fog light into the harness and it works . There must be an issue with the adapter I Purchased ? I might be missing something , if anyone else knows what it can be please let me know thank you !!

Get a cheap multi meter that can be set for 20v DC. Attach the adapter to the stock harness. Put the black Muti meter lead to a good ground negative battery post or bright metal. Make sure no exposed connector pins can contact any metal grounds. Turn on the lights and use the red probe to check connector for 12V on one of the pins. If you don't find 12V on one of the pins the adapter is faulty or wrong. If you find 12V check the bulb.
