my first performance mod
will it hurt a stock evo to have it at 20-21 all the way? (could it blow?)
don't u need more fuel for more boost? ( how will the evo react?)
how much hp gain if at 20 all the way??
Im also stock and i am about to buy a boost controller.

Yes it can be damaging depending on weather conditions, how hard you drive, the gas you use and how close you keep an eye on your car i.e. boost, egt, afr, etc. I guess the general rule of thumb would be more boost = need more fuel, but any motor can only take so much before something gives.
As for an ecu flash, have you ever upgrade your bios on your motherboard? Have you ever do a firmware update on your palm or other portable device? For the sake of comparison, it's essentially the same thing. In the case of the ecu, you're just "updating" certain parameters. For example you can get a flash to get rid of the speed governor, or raise the rev limit.

yes if u plan on running more boost i would definitly go with a 255 pump at least but if you are just planning on running it at stock or so and holding it all the way i say ur money
