man, i have no idea to be honest.
most people don't troubleshoot problems based on speeds at RPMs. I have no idea what could cause that....maybe your tach is off....A LOT. or maybe your speedo is off A LOT.
i mean, a normal problem is for it to take longer than usual to get to 115 at 7k but not being able to run 115 at 7k.
