Judging by the dynograph boost readout, he's getting about 21 psi on that 35r.

 

Im gonna say its the tune. The power should not fall off at all at that boost level. Try to find a different tuner someone who knows the FC or step up and get a AEM EMS. Seems like you have all the right parts you just need to find good tuner. Goodluck
