i never hit full boost in first gear. There isnt enough load to build boost fast enough.

Umm dude...since 1st gear goes by so fast, you shouldn't NEVER see 19psi unless u got af fuly built race motor and is tuned for it. Its very normal to not see you peak boost in 1st gear, than in 4th.

A MBC is usually set in either 3rd-5th gear...I set it in 4th gear. So that being said. I don't see 19psi in 1st or 2nd, because the gears go by so fast, 3rd-5th is 19 though.

So don't worry its normal.

Next time, do a quick search, and you'll probably see the exact issue you have mentioned many times. This particular issue has been discussed probably hundreds of times. You never hit as much boost in 1st or 2nd as you do in later gears, which is why we all tune our boost controllers in 3rd or 4th...

I have a boost guage with a hallman set lowest possible (off).

From time to time I seen my boost guage hit 20-24 PSI from 2nd to 3rd or 3rd to 4th.

Untuned, is that not normal.. I don't want to blow anything.

Tuning has nothing to do with your MBC.

If you have the Hallman set lowest possible, you would not see anything higher than 11 psi, so this leads me to believe you have no idea where your MBC is set, or you have it installed backwards. Btw, don't jack threads...
