gargiling sound when I shift

I just installed a manual boost controller and now when i switch gears it gargles instead of that hiss sound. I still have a stock bov is that why? The boost gauge spikes at 1.4 on the oem boost gauge. And what is the conversion to psi

where should my boost level be with no flash and stock turbo basic mods exuast,intake,and intercooler piping
