I have a Stock Evo IX MR, now im not sure if the stock BOV is suposed to be a recirculating BOX or a VTA BOV. Im new to this forum and learning things about my car everyday but cant seem to find much info so far. Is the stock BOV suposed to make anysort of noise like the one i had on my civic turbo?(VTA BOV) or is it not suposed to make any sound at all.

Your stock BOV is recir'd. It is not a VTA and will not make much noise at all in a non modd'd car man.

The answer to your question was right there in your engine bay. Did you even look at it? It's painfully obvious that it is recirculating right back into the intake. Plus, like the others said, you could probably find over 1000 threads answering this for you, so you really didn't try to search.
