Help the Mechanically Disadvantaged - Acceleration Probs

I am hoping someone can help with this problem:
My '03 Evo is have serious accelration problems. It happens whenever I slow down and speed up again (aka speed bumps in my parking lot or yield signs) and when I am shifting up (especially into 2nd and 3rd). When I step on the gas the rpms spike but there is no power, then after a few seconds the power kicks in. I am eventually going to get killed trying to cross intersections.
First thing I thought of was the clutch, but then I don't think the problem would pop up when I just slow down/speed up in the same gear. Then I thought it might be the boost but it doesn't seem to matter if I mash on the gas or gently apply pressure.
Please give some suggestions on how to fix this or at least some possibilities on what is wrong so I don't get screwed over by a shop.

Do the clutch-slipping test. Get to around 40 MPH and put it in 5th. Then punch it. If the RPM raises quickly then you clutch is slipping. If you bog and RPM climbs slowly then your problem is elsewhere.

Can clutch slippage cause the problem even when you haven't changed gears?

The clutch is definitely the problem. It doesn't matter if you change gears or not, just putting the engine in a high load situation will make the problem apparent.

clutch doesnt grab.
do the clutch test, then if isnt the clutch, you have other probs.

Warning! Another dimwitted question follows:

What parts would most likely need to be replaced with clutch slippage? I have an extended warranty but some of the non covered parts refer to the clutch (clutch disc, pilot bushing and clutch components) Sounds like everything to me and I am probably screwed.

If I do need to shell out the dough for a new clutch how much should a shop charge (in Chicago are) and is there a quality reasonably priced clutch other than OEM I should consider?

assuming you dont "know a guy", clutch install is going to run you around 400-500 bucks. thats not including the parts of course...

does it get pretty smelly?..burnt smell if so...............clutch but there are many route you can go for clutches and many vendors sell clutches for all applications(look for specials on clutches on evom) but i think a low budget clutch replacement would be getting an oem disc brand new and resurfacing flywheel and possibly the pressure plate(or look for someone who's selling a clutch on the forums in the private for sale section)...either way start saving money before your cars stops moving or the only thing that would be moving is your rpm needle!!!
