MBC only gives me 18 psi ???
I just installed a LICP , boost gauge, Hallmen mbc. The boost controller was turned all the way down when it was installed but my gauge only read 12 psi? (isn't stock boost 18.5?) So I turned the controller one full turn and only saw 12.5psi. I have since then turned the controller 12 full times and I am still only reading 18psi. And now the controller won't turn up any more. All i got was 12 turns and 6psi. I'm thinking the problem might be a leaking coupler on my LICP. I'm holding boost fine til redline and my car idles nice still. Any and all help is appreciated. look for boost leaks. make shore everything is right. also does the hallman mbc have different springs? is so you need a stiffer one. or you just got other problems. start with a leak down test. it is easy
Stock boost is 19.5psi, but you're using a boost controller, so I'm not sure why you'd expect stock boost with the MBC set to minimum. The ECU no longer controls boost, and you no longer have the stock boost system hooked up. The minimum boost is 11psi, because that's the base wastegate pressure with the MBC set to 0. You then turn it up to add to 11psi and should be able to get to 21psi with the Hallman. A leak wouldn't keep you from seeing the boost you want unless it was a huge one that you could hear.
If you just installed the MBC along with the other stuff, then that's where the problem is. Either the spring is too soft, and you need a new one, or you messed up the installation. To be clear, you CANNOT reuse any of the stock boost lines, because they have pills in them - this means you have to make sure you used two brand new, plain, empty vaccuum hoses. Two, you need to make sure it's installed properly.

Its the spring. The Hallaman comes with 2 springs. The default one is NOT for the Evo... but for other lesser boost vehicles. You have to disassemble the unit and install the included stiffer spring and you will be good to go.

Slightly off topic but this brings up a question I have... I recently was comparing my BR stage 1 flash to a stock 05 flash. I noticed the boost limits were the same for all rpm. Since I have an MBC, does this mean these settings could be anything and it wouldnt make a difference at all? I know at least one other person that has them all set to 319.. where mine taper from like 245 to 225 by redline (1.45 to 1.25 bar).
