I wish I had the answers to everything, obviously the person who is trying to sell you this thought it would be a good idea to modify his chinese manifold by adding a tial wastegate to it and thought it was a better idea to only control 1 set of runners. In no way, shape, or form is that a t3 flange. If he is trying to sell it to you as this he is lying. Good luck.

This flange MIGHT be a old skool t3s housing thats why im confused, that flange is a 44mm wastegate, from tial! What are you guys talking about
some people modify the manifold for an external wastegate to help hold the higher boost (ie 27psi+). also, from reading on the forums, external wastegates help prevent the surging problems related to the evo 8 20g (which is basically a stock evo 8 turbo housing with a bigger compressor wheel)

Frist thing i think of when I read this post...

Why cant the seller tell you what turbo its flanged for? What turbo did he use on this manifold? Insted of asking us, ask your seller!!!

External gates help eliminate creep when running mid to high boost on large exaust systems. It really doesn't matter if it comes from 1 runner or 2. When was the last time you saw an extrnal gate tapped from all 4 runners??? Going back to look at the pic again, it's tapped right at the collector where it should be. But like I said, it could be tapped off one runner.
Internal gates can only release so much pressure, so fast. Modding an o2 housing w a larger flapper can only add more problems because higher boost on a larger surface area will cause it to blow open.
Looks like a pretty solid piece to me. Even has a support welded in to help keep from cracking like alot of the cheapo headers I've seen around.
