A new PCV and dipstick would be a good start to resolve the issue. Total of like $20 and 2 minutes of labor.

that crap happened to me awhile back too. I bought the buschur spring retention thing. It's a pita to clean up all that crap!

$1 fix, just use the zip-ties, i know some web sites are selling a spring thingy, that you tight on both ends.

If you choose to zip tie it, just don't overtighten the zip tie, otherwise you run the risk of snapping the plastic handle off the dipstick, which will then drop down into the tube ... don't ask me how I know this ...
