Does the car crank? How'd it die? Did it struggle or just power down?
Its not the actual loss of the o2 which causes the car not to run its the short in the powered heating circuit which ko's the circuit.

Honestly i can't remember where the fuse is but if you want someone's similiar issue here you go.

Its been my experience that timing belts are more of a catastrophic failure than a simple slip

Your CEL fix pushed the rear O2 into the undercarriage, wearing the protective sheath from the wires and it shorted on the chassis. The fuse under the dash (7.5a) (brown) is likely blown and needs to be replaced. Remove the CEL fix and hammer the underside of the car to increase clearance where the wires will no longer contact the chassis.

How long ago was the walbro put in?
One of the possibilities could be a pinched sock that restricts fuel to the injectors.

That short will blow either the underhood or the under dash 7.5a.
