Yes thats definitely a heatsink. No doubt about it.
Carlos, evo@24psi mentioned he bought the smc controller off a member on here. Who knows how long that member has owned the kit. My guess is that it is either a V1 controller(no dip switches) or possibly a custom job. Evo@24psi should check with the individual he bought it from to get to the bottom of it.

The kit is brand new. No telling how old but never hooked up is what im told. The guy i bought it from bought it from someone and well you know how this story goes!
Ok just talked to Steve at SMC and said this kit is over 2 years old but is going to take care of me. You guys were right AWSOME guy! Thankx for everyones help.

At first it looked like a custom mounting bracket because as you guys know the controller lacks of any kind of brackets.
Secondly the picture did not show the side too well so the dip switches couldn't be seen (if it was a V2). It is all good, we all gave enough hints to solve the issue.
