Any Help would be appreciated

So I finally finished installing a few parts I got from Buschur racing. Today I put in the mbc they sold me as well as a boost gauge and a fuel pump. So here's my problem. I have the mbc set at the very lowest possible setting I can get it to, and whenever I make a pull, the guage reads a spike of about 26psi. Which is definately weird to me, because it's at the lowest setting. Anyway, I was wondering if anyone had any advice for me. I just want to set the mbc to 21psi, but am having the hardest time.

Did you connect the MBC to the Wastegate and turbo housing?

are you 100% sure you dont have it hooked up backwards?(no offense, but its a very easy mistake to make)

I am not familiar with the configuration of the BR MBC, however I think they're all setup pretty much the same way. The port that is diametrically opposed to the adjustment knob is known as the reference port. The reference port should be connected to one of two possible sources: either to the nipple on your turbo's compressor housing discharge tube or to a "T" spliced into the factory hose which goes between the DV and the intake manifold.

The second, or side port on your MBC should be connected to the nipple on the wastegate actuator. You should cap off the 2 ports on the boost control solenoid and the port on the convoluted black rubber MAF intake hose. If you should decide to "T" into the DV/intake for your boost reference, then you would also need to cap off the nipple on the compressor housing discharge tube.

EDIT: When you say that you have your MBC set to its lowest setting, are you saying that you have it turned in all the way, clockwise, or out all the way, counterclockwise. The lowest setting would be out all the way counterclockwise.

Well... I checked and checked to make sure I had the correct openings to the wastegate and the turbo outlet. The instructions from BR say to have the most upward opening (from the mbc) going to the wastegate and the lower opening headed towards the nipple on the turbo. I did plug up the opening on the stock intake rubber piping, and I also plugged the openings on the stock boost solenoid.
When I say that I have the mbc set on the lowest setting, I mean that It's turned as far counter-clockwise as possible. At this point I don't know if it's the mbc or the autometer boost gauge I installed simultaneously. I'll tripple check the hoses again to make sure they are in the right places.

Don't just check the hoses - swap them and test it. That should have been the first thing you tried. When the hoses are backwards, it spikes uncontrollably high.

Swap the hoses, be sure it's still set to minimum, then go observe 11psi.
