Well, you can get a MBC and turn the boost down a bit, but only if you have an accurate boost gauge (something not stock) but I suppose it'll be fine. Then when you feel that you've added whatever enough parts just get a tune.

So now im in a real bad position. . . I put my stock pipes back on today in hope to fix the car for the time being, however i am now having the same problems i was having with the new pipes on my stock pipes. . . im running 20 psi and still having the dumps at 4k rpms...... Im stumped

How are you stumped...it's more than likely boost cut...it wouldn't matter if you changed the piping or not. Because of the colder weather, you're flowing more air because it's denser, and hitting higher load.

Do yourself a favor. Get a boost leak test and then get a tune. Or, you can ignore the advice (which you've done) and continue to wonder what the problem is.
